Is it important just *when* luck happens in a match?

The difference in MWC lost takes everything in consideration, the Luck parameter no. We have to define first what luck is. Players talk about luck but no one can define it, common opinion is having good rolls but is not like this. In a game you can roll very well (many good dice) and build a big adavantage but then leave a shot, get hit and lose the game. In a game is easy to say who was the luckiest, the winner for sure but in a match no in case is was a tight one. If you need 4 doubles in a row to win the game but you get only three you were unlucky ? I call it useless luck. :-)

Luck should be result - skill but is hard to measure just skill, is not only errors because it depends when you make them. When the best players lose probably they were unlucky, you can guess from the PR but if the difference is quite close (1-2 PR) you must look at the MWC lost. If you have 51% probability and you win you were lucky ? And if 99% ?
