Theoretical question: correct double below doubling point

I think it is a double because otherwise Blue's opponent has an efficient cube when Blue misses. It is a bit the same as 2-away 2-away where you always double as an underdog with market losers, unless you can roll really bad as well that you would have a substantial drop of the upcoming cube by your opp.
