I'd enter on the 23 point, because with his bigger board, he's anxious to attack on a high point--but a low one, not so much. Harder to get covering numbers into place, and even if he succeeds in making it, he still has a funny-looking board.

Then with the 4, I'd just play 14/10, to avoid having an extra blot hanging around. 8/4 starts a point we want, but gives 3s needlessly. 13/9 duplicates his anchoring 4s and also slots a point we'd like to make, but we frequently don't get to play pro-actively next turn. I think both 8/4 and 13/9 try to do too much, and have a Splot-like quality to them. (What do you think Chuck?)
