TP here is 15.8%. When you have a 3 roll bearoff and all your doubles work, but the opp's dub 1's don't you have about 82% chances. Here there are a few sequences where the opp's dub 2's don't work either and that more than outweighs the horror of your 11 followed by a missing ace I'd say.

So Blue can win a bit more than 82% and certainly usually loses his market so R/T seems correct.
