It is true, the global sets when the move timer runs out, but it also swings an extra few seconds each time too, so if your opponent is finalizing his move 2 or 3 secs into the global timer, then it will appear as if its not moving, and it does reset every game too.

At least you didnt get roped into playing without a cube. I can check see if I have played this guy before. Check his matches vs me. What was his rating? do you recall?
