It is balanced by the timing being otherwise great and the attacker having a stripped structure and it has much better win chances than the hypothetical backgame that you were discussing. Whether you want to call it "effective" or not is not really important though to the discussion at hand since your argument about win percentage and gammon rates making it a must recube still applies.
