Stick, while I get your point about there are the few at the top, and then the rest, I still believe that there is still quite a bit of gray area about exactly who those very top are, and I still believe that the unlike Tennis, the next group behind the very top are very close in skill to the top.
As for the debate about who those top are, a lot depends on whether you include people who don't compete a lot. Most would agree that Gus and Sander and Nack, if they competed, would be in that top group somewhere, and probably Neil and Dirk. There are some great players in Japan and Denmark that don't make it to many tournaments outside of their countries that might be in the top. So defining the "top" in backgammon is not so clear.
Yes, the top 3 tennis players are clearly much better than the rest, but in backgammon after you have your "top" just how far below are the people in the next group? I would say the difference is very slight...only about a half a PR. And, how do we define the best...is it only PR? Many of us think W/L is also critical, and when you look at W/L one must also look at how the greats do against each other and how they do against the rest. I am sure that some of the top players do much better against weaker players than others.
But again, your basic premise that there is a bunch at the top and who gets rated where is very subjective, and even the BMAB PR rankings are far from definitive because of the number of matches and who they played. Getting a low PR from a BMAB competition is not anywhere near as impressive as getting a low PR from matches played in actual tournament competition.
