The five is forced, then it's a question of playing to the eleven or moving up the second runner to the 16. 18/13 18/16 leaves three fewer shots, but 18/11 makes a crossover which is probably more useful in this close race. Also, staying on the 18 exposes a shot if white shakes a 51, 52, 53, 61, 62, or 63, plus white will have to stay put with several other shakes.

18/11 looks clear to me.
