Shifting the straggler up'n down.

In Response To: Wrote an Article once did I - Rollout (Stick)

Moving the straggler on the 2-point, pick'n pass, making the ace, could be right, beneath activating prime value with the bar. But what, if you put the straggler on the 5-point? Making the point in the evil prime forest, or making the bar? Is there a strategic rule or will tactics also come in play?
