Making the 3-point leaves fewer shots than slotting the 4-point (13 to 14), fewer hit and covers (5 to 9), and fewer numbers that force another direct shot next time if this one is missed (6 to 14). Keeping the 9-point as a landing spot is nice but it isn't worth all these extra hits IMO. If you make the 3-point and White doesn't hit, you might be able to remake the 9-point anyway. If you play 13/4, White will hit with all 14 of his hitting numbers. If you make the 3-point, White definitely won't hit with 42 and probably 52 as well.
