Some further thoughts:
#2 - How useful is a stack on the 4 going to be in a containment position? So you want to develop the stack, and slotting the 2 is the most productive possible use of the stack. You got the 2 to slot, you can afford to slot against a 2 point board, so 4/2 it is.
#3 - the race is close and you face a better board, so you don't want to get hit. If you get hit, you are going to be behind in the race by quite a bit, so you want to prevent your opponent from escaping his back checkers, and if he escapes, you want to get into a holding game with a decent defensive posture and building your board and prime for containment.
If not hit, we need to consider how well the projects help in containing our opponent and building our position.
Compare the plays:
13/7 8/3*: 19 shots, spare distribution after getting hit is not ideal, affecting the ability to contain the back checkers and after the escape to build board and prime after. Hits and prevents a direct escape, which are pluses in case not hit.
13/7 13/8: 14 shots, midpoint is gone, so this does not do well on the defensive posture. No hit, opponent has free hand to play.
13/2: 11 shots, spare distribution not ideal (see above). No hit, opponent has free hand to play.
7/1* 6/1: 10 shots, but if hit, our opponent partially escapes. Major damage to our offensive position as for quite some time we will neither have a good prime nor a good board, meaning that we will often get into a bad holding game. Hitting is a plus if not hit back, and so is the extra home board point.
13/7 6/1*: 11 shots, but if hit back, we have our prime, midpoint and good spare distribution. So we almost minimize shots, and are doing best in those cases that we get hit. If not hit, we have a good spare distribution and can build our board and/or prime. We got in the hit which is a plus.
Summed up this way, to me 7 and 1* is clear.
