Fair handicap question

I am not sure of where I learned this, but I thought the conversion from PR to ELO was about 32 points of ELO for every point of PR, thus a PR difference of 3.5 would result in an ELO difference of 112. If this is true, it is easy to use the ELO calculator on XG to get answers to questions such as these. Can you confirm that this is not accurate, because I come up with 58.45% and you come up with over 60%? Your math and process looks correct so I am assuming there is a fallacy in what I have been using.
