Fair handicap question

In Response To: Fair handicap question (Joe Russell)

I did some searching for the original source of the formula, and the one Robertie presented seems to be a rounded-off version of the one found empirically here: http://www.bgonline.org/forums/webbbs_config.pl?noframes;read=182360. I used the non-truncated version to recalculate and got 60.2%.

Either way, the post above estimates 39.2 Elo = 1 PR. I would imagine that the other estimate is just based on a different data set.
