Fair handicap question

For the 3rd scenario think like this:

In a money game winning the opening roll gives about a .06 advantage on average compared to game starting from scratch. So forcing the better player to make a .06 error on his first play is about the same handicap. Does an extra .06 error per game hurt his PR enough to raise it from 3-4 to the 6-8 range?
