Here is my solution....again, thanks for all the suggestions.

Play a 9 point match and let the weaker player start 2-0. This should be about as close to 50/50 as you can get.

Why do this? Because if you have an event where anyone can play, more people will enter. The lower level players will not enter without a spot, so you would either have to have two divisions or live with a much lower number of entrants. Also, many open players will still enter and be happy to give 2 points in a 9 point match because most open players will believe their are far better than a 3 or 4 PR spread than most of their non-open players, and the truth is, often they will be.
