Approach seems suboptimal

"So, there is no way to know the number of winners and losers you have going into the next round with until the re-buys are closed. Only then can you start designing the brackets. And designing the brackets are no small task."
I don't understand this at all. Why couldn't there be brackets designed for different contingencies beforehand and then the problem is solved forever? When an impromptu solution for a no small task is rushd into place errors might occur. These could be done and made known beforehand and with many eyes any problems wold be very likely be discovered. I remember a tournament where player A defeated player B in the main, then won the next match and then lost. When entered into the next bracket they started a round behind where player B started due to the byes placement being very poorly done.
As an example of what I am talking about Ultimate frisbee has a tournament guide covering nearly every possible sitation of teams, fields, and how many advance. Figuring stuff out as you go is not needed. https://www.usaultimate.org/assets/1/AssetManager/Format%20Manual%20Version%204.3%20_7.1.08__updated%208.25.10_.pdf
