I absolutely agree with this.

I don't care if my opponent is twirling the cube in his palm. Until they present it in the middle of the field or on the bar and say, "I double", I don't react.

The way the rule is currently written is very vague with room for lots of interpretation. As a director, that is not good. This rule doesn't protect anyone, it just makes things confusing for all. If I was called over to rule on this, it would be "no double".
