You're right, of course, and the rule should be changed.

But in the spirit of trying to eke out a far-fetched example:

The clock is in play. As soon as your opponent finishes his or her non-contact move, you are guaranteed to roll, bear off, and win the match. Adding injury to the insult of refusing to resign, your opponent, who has 30 minutes remaining, takes 29:59 to roll.

Then perhaps long before that excruciating wait, the TD can declare slow play, award the penalty points and end the match.

This assumes EUBGF does not already have a rule preventing this.
