We do use cups at tournaments, but in a local pub there'll be very few that use them if they aren't a tournament player. If you learn from somebody from Greece or any point East they'll only have a single pair of tiny dice, a hard-surfaced board on which the dice will slide rather than roll, and certainly no cups.
