This is a valid point.

I can quickly think of 2 solutions that might help:

1. Have a "play in" round for half price of the Open. Winner gets in, loser does not.

2. Have 2 separate side pools, The Open is $100 (or so) more than the Intermediate, 1st side pool is $150 at the normal Open Rake, and 2nd side pool is whatever at 100% return.
