I have no idea what this sentence means. Perhaps you can clarify.

"Suppose a player puts a checker on the bar and then decides to do a different play which does not put the checker on the bar."

No problem. Reset back to the original position and look at the other play.

It is not illegal to place a checker on the bar while testing a play. The word "should" indicates a best practice, not an absolute requirement. The rule is providing a standard method for how players should act in order to avoid ambiguity, confusion and potentially dispute. If you fail to follow the best practice and then a dispute arises over where the checkers belong, then as the one that caused the confusion and failed to follow protocol to minimize the chance of confusion, the ruling should tend to go against you. That is the typical ramification.
