Two possible approaches come to mind.

You can wait until the tournament entry deadline passes, so the players will be known and then set the odds.

You can set the odds now. No different from setting odds, for example, on US 2020 presidential nominees and winner. Pick say the "top" 20, 30, 50, whatever, players in the world, according to either consultants or perhaps the Giants list, plus a "field" entry, i.e., anybody else.

Bottom line, this is a doable project. As I mentioned previously, I think it will enhance the stature of backgammon to have action on major tournaments.
