After the initial bank runs out, does the "bonus" time also involve the 12 second delay? I think it shouldn't.

Also, I agree with Albert about setting the clocks after the bank runs out. I see this being a total nightmare. There are many players that cannot set a clock normally...I would hate to see them try to do it while keeping the other players time on there...and then having to reprogram it back for the next match.

Seems like another rule that is favoring the player that is not being responsible for their own game. Proposal for the 2020 rules, lets have a Safe Space for players who lose matches and feel they're being marginalized because of their high PR.
