2019 USBGF Tournament Rules - effective January 2019

I feel like this is a good rule for encouraging clock use in the intermediate division, but seems a bit too generous for the open. However, as someone that greatly prefers playing with a clock, I find it preferable to no clock.

I know that the rules state that getting your opponent to time out isn't supposed to be an alternative method of winning a match, but I did appreciate the extra layer of strategy that time trouble added (assume legal moves, not that "you can time out by not hitting your clock when the opponent is closed out" stuff.)
