My first response is to wonder if blue missed a cube somewhere. With three back points in blue's homeboard white is probably about 50% GWC, but she loses a bunch of gammons, which don't count with Jacoby. But that's not the question.
White has plenty of timing and no board, so blue can offer up blots galore and white either won't hit or it's no problem for blue if she does.
13/9 seems to be the pure play. Maybe making or slotting the deuce is more pure, but the nine seems like the better point. Then 13/7 seems more rational than the very loose 8/2.
18/8 also seems pretty playable. As does simply making the deuce with 8/2 6/2.
I'll go with 18/8 since I'm not convinced that making the nine is an improvement - it's just another point to clear, it doesn't block that much, and white doesn't really want to run.
