It looks to me like a couple of the usual reasons for stepping up to the 23pt are less important than usual. First, Blue doesn't get trapped as often, since he owns an escape route in White's barpoint. And the extra "escaping" 55 that comes with stepping up isn't very helpful since Blue is too far behind to consider racing.

Second, White's position is fragile, so Blue doesn't necessarily want White to be able to play behind the anchor. For example, with Blue on the 24pt, White's 51 or 52 must be played in the outfield. With the anchor on the 23pt, White can go behind the anchor and possibly make a five point board. It will be much harder for White to fill in his 2pt in front of the anchor than to fill in his 1pt behind it.

As for 6/4(2) over 8/4, it might simply be the nature of the covers. 8/4 gives all 2s, plus 11 63 54 and 33 for 17 rolls. 6/4(2) gives all 2s, plus 11 61 43 and 44, also for 17 rolls. However, on some of those rolls, Blue will likely bring down the two checkers on his midpoint, or run the spare off of 18, which will more often bear upon the slotted 6pt than the 4pt. Also, after 6/4(2), Blue gets a bonus in that 44 allows him to make his four point board while retaining both outfield points.
