And also to learn to use the tricks that have nothing to do with actually being good at winning at backgammon to help one in the PR battle. Wouldn't just betting on the actual result of the game also encourage progress in the game?

If you do want to bet on PR though you are making everything much more complicated than it needs to be. Just bet on the new PR difference being better or worse than it currently is.
