Here in Canada (unless there is exceptional circumstances), charges will be dropped if 30 months elapses after charges are laid and no trial occurs. This is a rather new ruling by our Supreme Court that is a few years old. Our own Charter gives the right of the accused to have a trial in a reasonable time. Until recent years reasonable time was never determined.
Charges will be dropped even in the event it is a murder.
