'perfect evaluation' cannot be a perfect evaluation

Nah, there's nothing wrong with perfect evaluation, it's just too easy to get into an interpretative mess when trying to do ex-post analysis.

Favorite expectation is too high in the ex-post-analysis

That is not a natural law. Note that scenario 2b in a different, opposite parallel world finds 'favorite act.' to be close to 100%.
