This is shaping up to be a backgame, so Blue's main strategic plan is to build a prime. The direct approach would be to slot the bar point and/or the 9pt, but that seems too loose to me given that White has a spare on her forward anchor and Blue's position is still rather weak. It's not a backgame yet and Blue doesn't want to make it too easy for White to switch to a forward game.

So the two main candidates I would look at are 20/10 and 13/3. I like 13/3 better because it unstacks the heavy midpoint, and White's 2's are duplicated to hit and cover. It's not so much that Blue necessarily wants to make his 3pt right away, but after 20/10, White will be happy to hit with a 5, whereas she generally won't be as happy to hit with a 2 after 13/3.
