I'd try to build a prime with 13/9, and then hit for tempo, 21/20*. Hitting does improve White's timing for a backgame and gives her an opportunity to make a third anchor, but White is not quite committed to a backgame yet, so I think that preventing her from making her 5pt is better than playing something like 23/22 or 6/5.
