Details are always key to these kinds of questions so could we get some? When you say "your opponent" who is it? There's a vast chasm of difference if you're playing me for example or one of the countless fish who have already shown they're capable of timing out. I'm sure the story is somewhere here on BGO but I'm not going to go hunting but I was playing Rich Munitz and we potentially had 5 games to go. (all this is from memory so if someone looks it up and the details are slightly different I won't be surprised) He was winning something away Crawford and my clock had ran under 20 seconds and he wanted to make sure I knew as he didn't want to win that way. I think it ran down to 9 seconds or something, I thanked him, told him I knew, and there was no fear of ever timing out. (we had a 12 second delay every turn) From there we finished that game and played three more and I played on the delay only and I played my normal bg remembering that there was really only one decision that came up where I wished I had more time.

After the who are we playing factor we need to know the clock settings. What's the delay? Kind of important. Then when you say 'down to his last second' do you mean that literally? There's also a world of difference between one second and ten seconds. I've had opponents time out on me (in doubles) because they let their clock get down to the last literal second and then they couldn't roll the dice flawlessly and ended up cocking and spinning dice to take the L.

Lastly, do you know how to play next game to help your opponent time out? It's not that hard but few people actually have the stones to do it.

If we're assuming some generic opponent who plays a generically mediocre PR of course I'm passing this, not even a question. It's right by a country mile. Then next game when I win the opening roll with a [32] I'll play 10, 4 and may the odds be ever in my opponent's favor.
