With exactly one second left I don't care what the level of my opponent is nor what the delay is as long as it's something normal, I'm passing. Online gets trickier because there is no dice cocking, spinning, etc...and it takes no time to roll so the delay is essentially how long they have to make their play, every play, and the pip count is often displayed and you can click faster than you can move with your hands so if I'm playing someone I know who is technologically sound and not a miserable backgammon player I might take. (Though you have to factor in the person's connection if possible. Like, how did they get this low on time to begin with?)

If PR mattered it depends how much it matters. I'm not a big fan of PR matches other than for getting a baseline of how capable everyone is. I'd feel wildly handcuffed playing in PR tourneys nowadays.

If I won by my opponent timing out I'd feel simply dandy about it in most situations. It has been suggested by others that as long as it's not illegal there's nothing to be ashamed of but I don't believe that to be true. It would be on a case by case basis. In pro doubles tennis for example you don't see players firing off serves trying to hit the other team's non returning player to win cheap points do you? This would be fairly effective especially if only done in special circumstances. In this backgammon situation if we were playing online and the entire match my opponent had connection issues I'd feel pretty scummy to win on time. If it was live and I was playing a disabled opponent and they couldn't roll/move the checkers fluently the entire match so slowly whittled away their clock because of that I wouldn't be proud. Etc...
