If breaks are occurring only between games, I would be skeptical that people are currently cheating, if by that you mean consulting a match equity table. Anyone who is hardcore enough to do that, and has enough skill to use that information profitably, is likely to already have the MET down cold anyway.

It sounds to me that the rules committee has determined that using "aids" during breaks between games has little or no effect, so there's no good reason to ban them, and there is a good reason to avoid pointless and unenforceable rules, because pointless and unenforceable rules tend to cause players to develop contempt for the rules in general.
