This seems like the correct play for the wrong reasoning.

2/1 is better because it wastes fewer pips. In particular if the next roll is two large numbers, having 2 checkers left on the 3 and 1 is a lot better any other configuration you could come up with. This is also true if your 2nd roll is 2 large numbers. If your roll hits a gap, it doesn't really matter what you played.
