The way I apply the heuristic, my "default" is to play 2/1 with a 1, 4/2 with a 2, and 6/3 with a 3, because that's typically a low-wastage play. If the resulting position looks really bad for other reasons then I might reconsider it, but it has to be pretty bad to budge me.

It's true that here, 4/2 creates a gap on the 4pt, which is slightly more serious than either of the gaps after a play of 3/1, but that wouldn't be enough to sway me, especially since after 4/2, a 4 can be played 5/1, which isn't a complete disaster.
