Break anchor or dump?

In Tim's original position, Blue should dump instead of breaking his anchor (running), by a substantial margin.
Here, one of White's spares has been moved from her 6pt to her 2pt. This increases Blue's race deficit from 4 pips to 8 pips, and yet now he should break his anchor (run) instead of dumping, by a substantial margin.
