I think you put too much emphasis on two blots in home board. In general, opponent will hit a blot when it suits him and ignore when it does not. Sometimes, opponent fixes his homeboard and you can't clear your blot. So, usually, it does not benefit you to leave a blot even when you think your opponent would not hit it. Of course, there are plenty of exceptions (e.g., opponent is running out of moves) but this position should not be one of them. Making 9 point would be my choice here. It blocks 22 which will win the game on the spot, and it is one extra blocking point. 5 point can be built later.
