It seems that the key point of this position is the containment of both White points before hitting one of them if that materializes.

So blocking White's double 2 straight away with 14/9 13/9 is better that improving Blue's homeboard.

An interesting variant is when instead of 2 White blots on the Blue bar, there is only one (the second blot being already on the White 10 point) :
