1. opens up a can of worms. To agree on the time is not trivial and when you have to generate thousands of rolls per second a millicsecond counts. A server could cheat... you need a 3-1, I'l wait 5 milliseconds (don't get me wrong, I don't suspect such things but will argue like a dice cheat believer)
2.) isn't to check exactly and/or you could try to click on the same point.
Tims suggestion has the advantage that youu rely on tested algorithm and both parties are involved. The only issue I could see is that it might be easier to produce collisions if ony the first two digits are the payload. I use crpyto hashcodes for some things, but never really dived deeper, so it might make no difference, but my gut feeling said it is easier. At least for decisive situations I could imagne to send some prepared numbers.
If I change step 2 that at least part of the strings come from the other players, that will help against that.
