I just realized your point (sorry). You are saying that Player A can falsely claim gin and lose a game he was nearly 100% to win. In this case, Player B (in usage of your 2016-suggested rule) would be innocently acting in his own interest.

I'll stand by my opinion that the addition of the 2016 rule would add more benefit than harm, but I now agree that the harm exists.
