I appreciate your faith, Nack, in the efficacy of BB's to produce a random roll, but there is another issue here. If a player has invested in a BB and schlopped it along to a tournament, then I say well done. Not only does that player want consistently random rolls, but he probably also wants them to be SEEN to be random. So, he should consider the perception of his opponent in this regard.
Most tournaments are BB If Agreed - this is the USBGF term; 'Option' is the WBGF term - meaning that neither player is required to use a BB. If, however, a player agrees to use his opponents BB on the condition that cups must be used to cast dice into it, then according to the current USBGF Ruling Guide (Rule 1.7.1.4):
"...they are bound to adhere to that agreement...".
It also advises that:
"Players should note the terms of any agreement on the score sheet to avoid a dispute."
So, under the current USBGF Rules, anyone who agrees to an opponent's request that both players use the BB - but who also likes cups to be used with it - has legal recourse if their opponent 'forgets' and rolls from the hand. The current USBGF default is that cups must be used with the BB unless players agree otherwise. This is set to change with the new unified Rules, due to come out on 1/1/24.
Under the new Rules, therefore, it does seem that a player will NOT have to use a cup when using a BB merely for their own rolls. They would also NOT have to use one when BB's can be enforced by either player, or when they are mandatory.
I believe that anyone who wants to promote the use of baffle boxes should be happy to go along with an opponent's wishes on the use of cups with them - whatever that reason may be - and also therefore, that the Rules should provide for this.
