I mess up a lot of these "outer board or inner board" hit decisions, but I've found that if the PoH play makes a fourth inner-board point then it's usually better than the outer-board hit. I'm not so sure here because 22/13* evens up the race and escapes one of the checkers that is not so easy to escape, but I'll go with 8/2* 5/2.
