My first guess was 3 but I quickly saw that was too large with a different reasoning.

If all the odd numbers were completely just ignored and the count left the same the answer would be 3 but instead of leaving the count the same it resets it to 0. That makes the average answer obviously smaller.

My first try at a solution then was thinking about how much that saves on average. Probably works but I found a couple different ways.
