Let me clarify, the answers here aren't right.

The USBGF default is dice on checkers are valid. Each director has the option to alter this rule, which is what Lynn Ehrlich did, so the New York rules were dice on checkers are not valid. Beyond this, Lynn allowed the players to go back to dice on checkers are valid by agreement.
