Seems clear to me that you report it to the TD, TD warns the player (can't really punish all the times he's done it before) and tells him if he does it again you (his opponent) will have the option of not allowing your checker to be hit. Perhaps there should be a time penalty involved if it continues to happen too. (time taken from his clock/time added to yours)
