What is the definition of a dilly builder?

So if you have 3 checkers on each of the 4 and 6 and an empty 5 you have a a dilly builder. I would have said a builder that does not contribute to making a point. For example A 5th checker on the two point with an open ace point. I was not around when the term was made and may have never actually used it myself so I suspect I am incorrect. I am sure I have seen it in classic bg literature. Let me see if I can find some examples.
If it helps “dilly” is an actual word which bizarrely seems to have a positive connotation as a noun: “Someone or something that is remarkable or unusual” with some listed synonyms including Crackerjack, Lulu, Ripsnorter, Sock Dolager, and Cat’s Meow but as an adjective there seems to be a negative connotation “Eccentric or strange in nature or character” with some listed synonyms including Cranky, Off-center, and Kooky.
