Your idea works but need to be careful about not repeating a one checker play that was already counted in the 2 checker plays. For example 65 played 13/2 is already counted in the first step played as 8/2 13/8.
For 54 there are 4 x 2 = 8 two checker plays plus only 24/15 as a one checker play for a total of 9.
