Here, blue is the one behind in the race, with more men back, and white having two blots in the board. A bold play to make the big points seem correct, 13/8 13/9 adds 2 builders for bar/5pt as well as slotting the 9.

11/7 seems to be the inferior 4, as the 11 blot is a useful builder already. Also 21/16 seems to be an inferior 5 as it doesn't add a direct builder, and again, it is OK where it is, helping patrolling the outfield and not in any danger whatsoever.
