Here are a couple of additional remarks to make my answer less wrong.
In fact, even three additional yea voters are never enough. As noted previously, 3a + 3 < 2b, so 3a + 9 < 2b + 6, so 3(a + 3) < 2(b + 3), so (a + 3)/(b + 3) < 2/3.
Sometimes, even five additional yea voters are not enough; e.g., if a = 4 and b = 9.
But six additional yea voters are always enough. Saying that the motion failed by two votes means that (a + 2)/b ≥ 2/3, so 3a + 6 ≥ 2b, so 3a + 18 ≥ 2b + 12, so 3(a + 6) ≥ 2(b + 6), so (a + 6)/(b + 6) ≥ 2/3.
